IF Function to operate if cell is equal to or greater than one cell, and equal to or lesser than another cell

I am not too sure how to ask this, to be honest, but here we go...

I want to return "-", but only if a cell is greater than or equal to the cell above and another cell is equal to or less the same above cell. However, if it then meets the criteria, I want it to then perform this function =IF($BW$22=$E$20,"S","-")
