Simple if-statement failing

I am at a bit of a loss here and am feeling pretty dumb. Using xdebug I feel even more confused.

In my PHP I want to authorize the current user.. i.e. whether or not they have the sufficient privileges to continue to the view.

My if statement is succeeding when it appears that it should not. Perhaps there is something fundamental about PHP that I am missing here.
