How to implement logical framework in visual system?

I am not sure it is a right forum or not but I really need help!

I am developing a logical framework for project managers to choose right project management methodologies. It is more like a theoretical framework which will ask some questions about the project scenario they are going to do. Based on their answers it will give the conclusion that which methodology will be best suited to their scenario. It is like an expert system but my focus is not on the technical side of creating expert system rather build a theory that how project managers take their decisions on some critical factors. The thing is that I have to demonstrate this framework to some project managers so I have to visually display this framework, for example, it can ask questions on the computer screen and then give a conclusion. Theory on how the decisions will be taken has been built but I don't know how to display it or create it so for PM it will be easy to assess. The framework more or less contains 9-11 if-else statements.

I want some easy and time-consuming solution where I can implement logic. Any type of recommendation will be helpful for me. If there is any software where I can directly apply if-else that would be great.
