SQL - Stored Procedure Loop to pull specific data for x amount of consecutive years

I need to create a loop using Stored Procedure where it pulls immunization data into a table for diabetic (Hba1c) screening for each patient, year 2013 and each consecutive year; and if there are more than 2 consecutive years of missed screens, do not include in table.
