how remove style sheet from current page

Hello i have one header and footer and the content is loading dynamically

        <link href='/public/scripts/pagepillig/jquery.pagepiling.css' rel='stylesheet' type='text/css' />
<? endif;?>

when i make such if statement this css file still appears in other pages
