Redirect based on variable

Sorry this may be quite a naive question but... I have 3 html documents - index.html, verify.html and page.html when a user navigates to index.html, I want it to redirect to verify.html but if the user visits index.html through a link on page.html, I want it to stay on index.html Is there any way this is possible? Thanks L
