How can I create a formula for if statements between 2 cells in google sheets

I'm trying to write 2 conditional rulings on google sheets that says 1, If a cell is blank or = to 0, then another cell will be = to 0. The other rule would be if a cell is greater than 0 then the other cell will equal formula (cell * cell * cell).

Any help would be appreciated here!
