How to code this progress with icon color

I need the column named PROGRES to automatically colored with UP GREEN, RIGHT YELLOW, DOWN RED according its value. For example if the second column is higher than the first, the PROGRES will be automatically filled with a green up icon, and so on. I am running Codeigniter and the content table is within the Javascript.
