Wordpress hide users based on acf

i am trying to only show certain users in the back end of wordpress based on an acf field.

So if the current user has an ACF field 'country' with value 'France' then the user should only see users with that same value in their ACF field. I have searched on google a lot but i have not found anything close to my anwser.
