How to assign row to users VBA

I have 3 sheets named 1, 2, 3, as in the attached image:

I have 3 lists of users, one list for each sheet:

How can I assign the rows from each sheet to the list of users as in the following:

I need to split it somehow. Ex: if a sheet has 9 rows and 3 users, assign 3 rows to each user. If it has 10 rows and 3 users, assign 3 rows for the first 2 users and 4 rows to the 3rd user.

LE: I don't know why people give -1 to the questions, I don't want a final code, I just want an example to know where to start because I'm lost. What's the purpose of giving negative to a question. What code should I post? Assigning 2 variables? The purpose of the question is to receive a starting point. You don't know how to answer, move further, because a downvote won't answer my question and definitely won't help me develop anything.
