Excel IF AND statement or alternative [duplicate]

Column a shows a sales band (1 to 3) Colum B shows the quarter (1 to 4) Column C needs to populate based on the values in column a and b and the results pulled from a table.

Any help. I have looked at nested IF AND statements and cant get it to work.
