Check If file has been modified in the last our and then send and email if it hasn't

I'm going to be honest I have no idea where to start on this and would appreciate the help. I'm trying to check if a daily log file is being updated every hour and then if it doesn't work send an email to me and possibly one other person. Just to make things fun the File changes name every day to include the date for example

C:\Log_Orders_20210519

would be todays name and

C:\Log_Orders_20210520

would be tomorrows I want to run this on scheduler so saves alot of pain if that makes any difference?
