Is there a way of reassigning a value to a variable based on another variable?

I am in the process of trying to reassign a variable based on other variables. It is a little difficult to explain, but any assistance would be appreciated.

To keep it as simple as possible, I have a series of 'ID's', however the issue I have is that an "ID" can be at a series of locations. What I want is to reassign, or 'subset' the "ID" when the location changes. As the location was taken from GPS there is some error so constructing a for loop or if else statement based on coordinates is not feasible.

I ideally need to construct a for loop or if else statement, based on the time an ID is 'deployed' that iterates through until it is 'removed'. Once this occurs an ID is sometimes 'redeployed' at a new location and therefore should be given a new'ID'.
