Numbers crossing a specific threshold with consecutive dates

I've been trying to look up a way to incorporate multiple conditional statements. I'm trying to create a dataset where it contains rows of information given the values in one column, only if the dates are right after each other and a threshold is reached for the values. For example, I have a date, VIX, SPX, forward 5, etc column. If the VIX goes above 20 from the previous day, extract the entire row of the 20+ VIX value.
