What is happening here, in the if else statement. professor expects us to run this but idk how it works

the image shows an if else statement of two different definitions of the same variables , my professor gave the if else statements and the variable definitions , but idk how this is supposed to work how does the if else even function and what is args.length. The dude wont explain , any idea???
