web2py view if statement not working

In my view I have an if statement with OR and it is not working

 {{if ((str((request.url, request.env.query_string)).find("edit") < 0)  or (str((request.url, request.env.query_string)).find("new") < 0)):}}

If I apply each one separately it works but with or in the middle it fails

any idea why?
