in wordpress, is it possible to call some kind of IF statement like on c#?

im actually new to wordpress, and im trying to set a code, that by score chage the posts made by all people, ex: if uncathegorized upvotes < downvotes then post is sent to cat B else if uncathegorized downvotes < upvotes then post is sent to cat A

this is not the actual code due to my lack of knowledge on php and such, but is similar syntax to the quickest aproach on c#
