Google Sheet nested if didn't show second if true result as expected

From the picture below, I would try to combine two criteria in to RAG Status(Column A). Problems occurs in Criteria 2. Anyone that familiar with the nested IF in google sheets please pointed out the problems on the syntax or anything that I missed out. Much appreciate for your help!

RAG Status Changes(Empty, New, A)

Criteria 1: If does not have "Payment Date(B)" which RAG Status would be empty, when it's have date which mean project is "New". "Empty" and "New" result could be triggered

Days = Days that delay

Criteria 2: Start with the second "IF" that behind "New". Once "Start Date(C)" been insert and "Days < 30(E)" which will show "A" OR(||) in the condition that "Completion Status(F)" is "Pending" also have to change to "A". However, the result that coming out as the picture below it's does not change to "A".
