Logical operator in a cell and if formula in Excel [duplicate]

I want to reference a cell with logical operator in my if formula:

A1: >

A4: 1000 A5: 1

A4>A5 = True ... I want to know how to make a reference to ">" using the A1 cell... A4&A1&A5 is not working
