Excel textjoin with if condition is not working

Help me on solving the below formula..

This first textjoin if condition is working without any issues but the second one is not working..

1. TEXTJOIN(", ",TRUE,IF(Overview!$B$2:$B$29<>$G$4,Overview!$A$2:$A$29,""))

2. TEXTJOIN(", ",TRUE,IF(Overview!$B$2:$B$29<>"ag-56-23",Overview!$A$2:$A$29,""))
