Nested for loop hollow diamond java

So basically I'm really having trouble understanding the logic behind a bit of code given by my professor. The code creates a hollow diamond shape. I'm just really having trouble understanding the logic behind the condition in the if statement inside of the for loops if anyone can maybe explain where the stuff inside of it is coming from it would really help me understand how it's producing the desired result.
