sharepoint if statement not working properly

someone please help!

this is regarding on employee Status whether Active, Inactive or Archived.

status is active when [Date End] column is blank or greater than TODAY, else, status will be Inactive.

status is Archived when [Date End] "DAY" is greater than or equal to 15.

below is my code

=IF(OR(ISBLANK([Date End]),[Date End]>today),"Active", IF(TEXT([Date End],"d")>=15,"Inactive","Archived"))

sharepoint is accepting my syntax however, the result is always true or "Inactive" even though 1>=15 is false or "Archived"
