2 columns match return value from another column

This is my problem basically.

I want to create a nested if function that checks 2 different columns to match information, and if the information matches it selects a quote that corresponds to it from a different column and if not returns it blank

so, column 1: plant number column 2:jo column 3: corresponding quote'

the logic should go something like: if C1 = 1500 and C2= jo then =answer from column 3 if not blank.
