Excel conditional formatting based on range of cells

I have a row of cells that I need to format based on another row. If E65>E67 the cell should be formatted as "bad" with red font and fill. If F65>F67, same condition, and so on for the rest of the row. When I try to write a rule for conditional formatting, it ends up formatting E65:P65 if >E67.

How can I set the rule to where it is dependent on the value in row 67 for each column?
