Recursive function wont exit loop, ignores && condition

I am working on a program that is the two Jug problem. I am in the process of setting up the functions. My test recursive function wont exit the loop. It ignores the condition statement(&&) and executes again and again.

my IDE is Codeblocks, language is in C++.
