Batch script to reboot PC only if it's a cold boot

I want my PC to reboot automatically at every boot, even before I log in, but only if it's a cold boot from complete shutdown.

The expected behaviou should be:

PC completely OFF -> Power ON button -> Windows login screen -> Automatically reboot -> Windows login screen

I would create a batch file to run in a scheduled task at system startup. I found this topic and tried to replicate and adapt to my need, but I wasn't able to do that.
