Insert statement while comparing a flag from different table

I need to compare the Active Flag value for the FACT table rows that have already been loaded for a certain Report and Time Period - to see if they match the value that we are about to insert in the the FACT table.

I am a novice but I would think I could use an IF Exists statement but I am challenged with how I would form it.
