Insert CSV into HTML as Array and use IF STATEMENTS to convert CSV Value to display Image

Im am trying to create a basic dashboard html page which pulls data from CSV file. Rather then displaying the actual data from CSV, I would like to use For Loop / IF Statements and look for data within CSV File and display RED or GREEN Dots/Images.
