Batch file to copy file name that dont exsit in a txt file

I have a .txt file with a long list of folder names. I want to compare a directory to this list and only copy folders to a new location if the folder names do not exist in the txt file.

I think I will use the for command but I'm get lost after that because I'm not sure how to copy if not. each folder that gets copied contains files and subfolders that need to be copied
