Modify IF statement program to add a function

Pycharm has indicated that there is no errors by producing Exit Code 0. So I should be on the right track though the issue seems to be that Pycharm is not calculating through the entirety of the formula built and thus is not resulting in the intended outcome. Should this not result in the cost for the feet of fiber installed?
