How can we do IF condition in Excel and assign values?

I Want to get a formula for the below conditions.

1.null | <0.65 then 16

2.>=1.13 & <2.23 then 8

3.>=2.23 then 0

I tried:

=If(B3=0,16,IF (B3<0.65,16,IF (B3>=0.65,11,AND (B3<1.13,11,IF (B3>=1.13,8,AND (B3<2.23,8,If(B3>=2.23,0)))))))
