Turn off hammer.js

Does anyone know the disable santax to turn Hammer.js off?

I have trued destroy, off everything. HAMMER.js set to run after a toggle. I have done console.log for every action of the process. Load, toggle, off, and checked the if and else statements. the else (toggled off) will respond to a console.log but hammer.js won't shut off.
