Reference one Excel cell that has multiple calculation options into another table

I have an excel workbook that has one cell I need to reference into another table. The one cell is dependent on two different numbers the user can select from a drop down list. The user would select 3% for year 2016 and 1% for year 2017 and the cell would then produce the number I need. I have another table where I need to get all the combinations for the one cell based on the user inputs. So I need a table that has year 2016 at 0% and then all the combinations of 0% through 6% (integers) for year 2017, then 1% for 2016 and 0%-6% for 2017...... All the numbers reference the one cell but they need to be dependent on the drop down the user selects. So all my cells in the table reference one cell in the other table but I need to preserve the values once the combination is chosen and be able to recognize the next combination.
