Multiple rows into a single row in MS excel. Depending on a different cell

Hi everyone, I need help on this project. I just made up this entry above. The first part is what I have, but the second part is an output that I want.

I made a simple formula like this: =IF(A2="",B1&" "&B2,B1)

It works if there is only one space under 40 or 20 hours, but I cannot make a formula to count empty cells until it finds something and puts the words together.

Excuse me for my broken language. I hope you get the idea haha
