Google Spreadsheet IF return false

I got MAX value of my raw data it's 0.9615384615

I copied it and passed in nearest cell and tried to compare:

=IF(C16=B16,1,0)

in C16 - MAX of raw data in B16 - copied value of C16

And got 0 but numbers is the same. Why? What i'm doing wrong?
