Excel IF statement only returns 2nd IF

I have a column of values formatted as Times and want to write an IF statement which will return "Day" if the time is between 7:00am and 7:00pm, otherwise, return "Night". However, the IF is only returning "Night".

Any help would be greatly appreciated!
