How can I test for IF conditions with time

Need some help with a formula please. In the above cell G9 is a dynamic cell receiving continuously changing figures from an external source. I need to have a formula that does the following:

If G1 = In play and C11 has a value then look at cell G9 and if figure in G9 decreases by 1 point in 75 seconds go green, if not does figure in G9 decrease by 3 points in 180 seconds, if so, go green, if not continue looping
