Redirect if x clicks impossible

So I'm searching for some simple code.

Redirect all if x clicks or redirect all if x views.

How it should work.

Click here | 0 clicks
Click here | x clicks
Click here | 20 clicks ( Redirecting you to http://ift.tt/HwzmXX in 10 seconds )

Everyone who clicked click here and stays on that page are redirected to a new site. Clicks must be 20 to redirect. If I clicked and left that page clicks are reduced by one.

Another version.

If I view a page it says:

1 viewer.
x viewers.
20 viewers. ( Redirecting to http://ift.tt/HwzmXX in 10 seconds )

All visitors who is viewing that page are redirected to a new site and if someone leaves the first page then it reduces the count by one.
