Return list of all cells having corresponding value

I want to find all cells if corresponding column has a set of values. I have a list of names, which has a column which shows if the person has an ID-card and a road-course.

List of people with ID/course

I want to list all people in the list, which doesnt have ID-card, and I want in another column to show a list of all people who doesnt have the road course.
