Calculating parking fees

Currently i am trying calculate carpark fees using recursion when users input the start of parking time till end of parking time

The carpark fees are as followed:
07:00 to 11:00 - $1.30 per 30 minutes
11:00 to 17:00 - $1.50 per 30 minutes
17:00 to 22:30 - $0.80 per 30 minutes
22:30 to 07:30 - $0.70 per 30 minutes, capped at $5.60
