R! How can I create if functions in R?

I am pretty rookie in R, or maybe completely rookie and I am not a programmer or anything related. I want to create this:

If the number in Column.X is the same,
Then take the associated numbers of Column.Y and column.E,
and calculate the R2 between Column.Y and Column.E. 

Please help me :)
