Is there a way for me to change the which part of a database im accessing depending on user input?

I'm creating a voting system where i have to access multiple parts of a csv file in order to change a value in the file, i am converting it to a list then writing back to the file. Is there anyway i can dynamically change which part of the file im accessing based on a user input without using an IF statement spam?
