Index / Match Function With If and Max Rules in Spreadsheet

I have a table in spreadsheet as below:

In column G, i need to show a worker name who earns the highest for the each city in column F. With a rule that distance must be lower than 50.

So far i am able to produce the formula below. But i could not figure out, how i should add maximum rule into the formula for the earning column? And the place of if statement is correct?

=IF(D2<50,(INDEX(B2:B,MATCH(F2,C2:C,0)))
