Comparison of multiple condition in IF statement then color cell value in python

if(rules["Rule Scenarios"] == 'Contract_number' status = '' for row in reader :

if not(str.row["contract_number"]).startswith("22") and (str.row["contract_number"]).startswith("A0")
   status = 'Fail'

then as per above condition respective cell getting highlighted in color (if fail then marked with red color)
