invalid uri: the format of the uri could not be determined. c#

My code is enumerating through folders within a specific directory specifically looking for xml config files. If the endpoint address inside the xml config file does not have a net.tcp://localhost, then update to new ipaddress. I have an error that says "invalid uri: the format of the uri could not be determined." I don't see what the problem is.

Also should I add anything to my else or is not even needed?
