Acceptable Ranges for values 0-100

I am trying to build "Rumke Table" used in medical laboratory hematology testing into EXCEL. There are 6 types of cells to count that add up to 100. For value =0, acceptable range is 0-4; for value=1, acceptable range is 0-8...continues up to value = 100, acceptable range is 96-100. I know I cannot do 101 If,Or statements. How can I compare the value to the 101 different possible results to know what range applies?
